Its smudgeproof after it dries a bit and I would say its likely waterproof too. (to some extent) -

Stays nice and creamy even over time. Doesn't rub off easily despite my terrible habit of rubbing my eyes. Easily recommended.

I love this pencil eyeliner, it's very thin so it's perfect especially for that inner corner eyeliner and it really doesn't smudge at all, it doesn't move (maybe it might be too dry as a texture so for some it might be more difficult to do a wing but for me that's not a problem) -
